Patrick Mulligan – President and CEO

Patrick James Mulligan (born March 11, 1964) is a successful and accomplished American attorney and businessman based in Dallas, Texas. Born and raised in Lake Village, Arkansas, Mulligan is the son of John and Maria Mulligan.  Mr. Mulligan is the founder and sole owner of The Mulligan Law Firm one of the most profitable law firms in the United States. Mulligan has also served as general counsel for Trident Ventures, LLC an early stage Venture Capital Fund whose recent portfolio company Silversky, was purchased by BAE Systems for $232.5M.  He has also been an active investor in the oil and gas industry for the past twenty years. Mr. Mulligan is currently the President and CEO of Rhino Resources, Ltd., one of the fastest growing independent oil and gas exploration and production companies which focuses on Africa.  Mr. Mulligan also has been granted three patents by the U.S. Patent Office.  Mulligan currently resides with his family in Dallas, Texas and Beaver Creek, Colorado.

Mr. Mulligan is a member of the Dallas Bar Association, State Bar of Texas, State Bar of Georgia, American Association for Justice, Texas Trial Lawyers Association, and a Life Fellow of the Texas Bar Association. He is also a member of the Texas Oil and Gas Association, Texas Alliance of Energy Producers, All American Wildcatters Association, The Independent Petroleum Association of America, American National Gas Alliance, Texas Independent Petroleum Royalty Owners Association, the Louisiana Independent Oil and Gas Association and Petroleum Club of Houston.

Mr. Mulligan attended the  St. Mary’s Catholic School in Lake Village, Arkansas.  He later graduated from the Washington Day School, a private college preparatory school located in Greenville, Mississippi where he excelled in track. Mr. Mulligan began his university education at Louisiana State University on an academic scholarship in 1982 and received a B.S. in Accounting in 1986. Thereafter, he attended Southern Methodist University School of law starting in 1986 and earned a J.D. of Law in 1989. In 1989 he began his postgraduate studies at London School of Economics and resided at the London House, Mecklenburgh Square, London. While attending LSE, he earned a LLM in International Business Law in 1990.


Rob Tims – Chief Financial Officer

Rob has recently joined Rhino Resources following a 25-year career within the oil industry, consultancy and investment banking with extensive experience in emerging markets, particularly within Africa.

Recently, as Managing Director with responsibility for Africa, Rob built Standard Chartered into the leading M&A advisor to the sector in Africa advising on many of the continent’s landmark transactions including Tullow’s sale of part of its Ugandan interests to CNOOC and Total, the sale of Cove Energy to PTTEP, the formation by Petrobras of a joint venture for its African business, and Oando on its first major upstream acquisition of 2 deepwater blocks from Agip. 

Previous banking experience with Dresdner Kleinwort included advising Sasol on the financing of the Mozambique South Africa Gas Project and Sonangol on their downstream business and with Chase Manhattan in both financing and M&A roles.  Rob also worked in industry with British Borneo in Business Development and started his career as a petroleum engineer with Shell and later independent consultants ERC.

Rob has a First Class degree in Mathematics from Oxford University and a MSc in Petroleum Engineering from Imperial College, London.


Phillip Steyn  – Vice President & COO

Phillip Steyn is a resident of South Africa who has previously lived in Tanzania and has worked and travelled extensively throughout  Africa and has over 10 years of  African  business experience.  Mr. Steyn currently resides in Cape Town, South Africa.  Phillip Steyn is the Chief Operating Officer and Vice President of Rhino Resources  Ltd.  Rhino is one of  Africa’s fastest growing Independent oil & gas exploration companies.  Phillip Steyn is one of the original founders of Rhino  Resources, Ltd. in Africa.  Rhino Resources African head office is based in Cape Town, South Africa and is managed by Mr. Steyn.  Mr. Steyn has responsibility for the Companies strategic land acquisition, high level negotiations as  well as its day to day operations. Phillip has acquired operational experience in several African countries with high level negotiating skills that have concluded several successful negotiations for oil and gas concessions in Africa.  Mr. Steyn also speaks fluent Kiswahili.

Bruce Byrd – Head Geologist and Geophysicist

Bruce Byrd has over 35 years of Technical and Managerial experience as a professional Petroleum Geophysicist and Geologist, and New Business Development Manager.  Since 1991 he has operated Dune International, a full service exploration consultancy working with Major and Independent oil and gas companies in wide variety of U.S. and International petroleum basins, with a particular focus in Africa, the Middle East, and Asia.  He joined Rhino as our Head Geologist and Geophysicist in 2014.

His experience in Africa includes technical project management, financial assessment of petroleum ventures, and G&G prospecting on exploration and development projects in Egypt, Libya, Algeria, Morocco, Senegal, Gambia, Cote d’Ivoire, Ghana, Benin, Nigeria, Cameroon, Gabon, Congo, Cabinda, Angola, Namibia, South Africa, Madagascar, Mozambique, as New Ventures and Business Development work in a number of additional countries.   Major clients have included Apache, Conoco, Unocal, Shell, General Atlantic, United Meridian, Vanco, Devon Energy, Enron Global E&P, Lukoil, and Rhino Resources, Ltd.

He has previously held Senior Technical and Management positions with Columbia Gas, Tenneco, Samson Resources, Hunt Oil Company, and Enron Oil & Gas, and received his B.S. degree in Geology and Geophysics from Virginia Tech and a Graduate MBA degree from the University of Denver.

Travis Smithard – Field Geologist and Geophysicist

Travis Smithard has been involved in the oil and gas industry over the last 3 years and has joined Rhino as a geologist and geophysicist at the beginning of 2016. Travis graduated first in the Petroleum Geology and Geophysics class at the University of Cape Town in 2013. He was subsequently awarded a bursary from Total E&P to further his studies at a Masters level within the exploration block the company has on the south coast of South Africa. He has experience in analyzing the effects of intrusions on the unconventional hydrocarbon resources of South Africa, as well as, the structural and stratigraphic evolution of transform margins and conventional rift basins; with particular focus on southern African basins.

Professional affiliations and memberships include the Society of Exploration Geophysicists (SEG) – ex- student chapter President, American Association of Petroleum Geologists (AAPG), an executive member on a branch of the South African Geophysical Association (SAGA), ex-president of the University of Cape Town Geophysical Society (UCTGS).
